MFS30C will not start from control box

I've had the motor for about a year, 35 hours on it.
Today we used it twice and then this evening we could not start from the control box. Key to on and pull start was fine.
Battery Voltage is 13v.
Unfortunately I can't find any service manuals for the the 30c online. Was going to start to trouble shoot tomorrow but didn't know where to start besides just checking the electrical connections to the control box.

Troubleshooting so far has yielding nothing.
I confirm control box looks ok. I checked the neutral switch inside and it appears to be working. Checked 20A fuse on outboard. It does not appear the starter is getting 12V when key is selected to start.

Just to follow up on this, it ended up being the neutral safety switch. Thanks @pvanv for the service manual link. Interestingly enough the original switch was wired incorrectly as well.
Parts ordered from East Marine.
