Looks like seal blew out over the winter. Cant raise motor. As of today cant get relief screw to turn. If I cant get the relief screw out how can I raise the motor? Thanks!
 
Man up.

Use the largest sized screw driver (the blade) that will completely fill the slot on the screw. If the screw driver is a square shank type then apply a wrench to the shank. If not, apply a wrench to the blade of the screw driver.

Then man up.

I would look to see if there are directions on the motor that indicate which is the direction to turn to loosen the screw.

Too bad that the model of the motor being worked on is unknown.
 
Try a manual impact screw driver on release screw. If that don't work remove bottom mounting pin, then you can raise engine with the trim hanging from the engine by the top pin. Then you can remove top pin to remove the trim assembly completely from boat and work on it on a bench with a impact etc. Or at least once you remove it you can send it off for repair if need be. Don't forget the wires running from the trim motor
