If I blow air up water pick up will it come out of telltale?

Not pumping water right, no pee telltale.
If I blow air up the copper water pick up tube should it blow out the telltale if un obstructed?
 
Some air ( not all of it ) will come out the tell tale.------Only a small portion of pumped water comes out the tell tale.-----On many motors the water coming out of the tell tale has not gone through the entire block.

Tried blowing through water pick up and tell take and it seemed blocked.
so I took off thermostat cover and air was blowing through both.
revassymbled new water pump
and am running in trash can with water over the extension cavitation plate.
if this don’t work I’m stumped.
 
Water has to be deeper. Some 4" ABOVE water pump level. These pumps must be fully submerged in order to get primed.
 
Great, many folks think that these are self priming, but they are really a submersible. Then once underway, as the boat gets on step, they can lift the water.
