1991 115 shift question

I have my buddies lower unit off. He says it shifted fine before it sat a while. On the bench the Shifter will spin all the way around rather than lock into gear. If I play with it and hold it in place I can get forward and reverse but it doesn't lock in.
Wondering if this is a real problem or just something I don't know.

It should be able to shift from reverse to forward in about 180 degrees of rotation with some additional free rotation after it goes into forward gear so something is wrong. Did anyone by chance shift the engine into reverse without the prop spinning or the engine running? Doing so will damage or break the shift cam that will alter how the engine shifts.
 
I'll have to identify the shift cam and check it. He did mention that exact scenario when I told him it didn't seem right.
