Picture from a 2014 BF9.9D owners manual. If you have a manual release it looks like it will be on the tilt/trim assembly. Hope this helps.

As William01 says, the manual valve is on the trim unit. The unit, including motor assembly and hydraulic reservoir are located on the starboard side of the outboard. There are two slotted screw heads that you can see on trim case. One large...about 1 1/4" diameter and one smaller...about 5/8" diameter. The smaller one is the manual tilt valve. It can be VERY tight and hard to unscrew so make sure that you use a screwdriver that fits well in the slot. If you use the wrong driver tip and it slips, it can booger up the slot and make it that much more difficult to use.
Once the screw head breaks loose to the left, carefully loosen it and keep clear of the outboard if it should start to tilt downward.

Only loosen the screw enough so that you can easily tilt the outboard up and down. DO NOT loosen the screw so that it falls out.

Also, do not attempt to loosen the larger screw.

When you have the outboard in the attitude that you want it, tighten the screw firmly. Do not leave the screw loosened.
