Volvo Penta 143A lift stuck in stern

First time boat owner! The boat is a 1977 Bayliner Liberty Fisherman model and has a Volvo Penta 143A motor and a Volvo Penta stern drive which I think is a 280. I cannot get the electric lift to lower at all to read the numbers on the plate clearly enough, hence the reason for this post.

I removed the two bolts on the base and attempted to lift it out. Nothing. Wouldn't even budge. I took the electric motor off and it works fine. The worm shaft will not rotate. Spent the last 3 days soaking the base and the worm drive area with PB penetrant and will try some heat tomorrow. I was able to turn the base about 30 degrees. Not sure if that was a stupid thing to do. I saw someone online suggest a small hammer and tapping it up, but that only broke off a bit of the base. Not doing that again!

Would I need to take off the sterndrive and tap the stainless foot up a bit to see if it would loosen? That would be a chore for sure.
