Stainless Steel Fuel Tank - rusty filler neck

Hi,
I have just bought a boat that has an old Cruisetank by Sailmaster 12 GAL (55litres) and the filler neck has rust on the inside - it is a deck fill tank .
I have tried to take the neck off with multi-grips but it does not turn! It has a sierra filter/water separator and a small inline filter on the outboard.
Should I worry if a few rust particles fall in the tank!
What do you suggest

Looking at the pictures, I'd suspect the tank is not made from stainless steel.

As far as the filler neck goes, I'd be more concerned about what the inside of the tank looks like. a 'few rust particles' falling into the tank shouldn't cause any problem, but that assumes the rest of the tank is 'clean'...
 
The only other thing you could do is to do a low pressure leak test, if you have a well controlled source of air...3 PSIG is typically used for small tanks.
