Changing air/fuel mixture on 2014 15hp mfsc - possible

I seem to only be able to adjust rpm at idle on this carb. In looking at Merc forums some say there is a plug covering this screw due to EPA guidelines. In looking at parts diagram I see nothing either.

anyone know if this is possible and if so where should I look on the carb/parts diagram?
 
Year is irrelevant. I assume you have an MFS15C. The pilot screw is set by instrument at the factory, and should not need adjustment. Yes, there is a brass EPA plug covering the screw. If you are too lean, do a Proper carb cleaning.
