Question is ,can a bad VRO pump. Cause primer bulb on fuel to never get hard ( before starting ) ? And , has anyone had success repairing a VRO pump
 
What is your motor doing / not doing ?-----A leak inside the VRO and bulb will not go hard.----A leaking carburetor float and bulb will not go hard.-----A leak on fuel line or inside fuel tank is also bad news.
 
No external fuel leaks , runs fine for awhile 10/15 minutes then starts surging, rpm will vary 1K~2k then just smother down / die. About to go the premix route with fuel pump …on this old motor
