2005 F115 4 stroke fuel cooler H2O routing

Hello all,

I have aquired a neglected 2005 F115 4 stroke 312 hrs. that has sat for 2 years.
I am in the process of replacing all fuel lines and filters.
While tearing into the vht screen project, i noticed that the h20 line coming off the top of my fuel cooler is run along the bottom of the cowling jyst beliw the coils and plugged.
The lower fuel cooler line is connected to the block with the garden hose line about 3 inches below the oil filter
Where should the upper line be connected?

Thank you .I understand tge fuel side of the cooler routing.
My question is on the water side of the fuel cooler.
Where should the water line that serves the top of the cooler be connected to allow water to circulate? It being plugged doesnt make sense.
So, where does the water line that serves the top of the fuel cooler come from?
As mentioned in the original post, the water line from the bottom of the fuel cooler is connected to the same port that the water hose flush system is connected to where they meet the block on the starbiard side below the oil filter.

So, the water that serves the fuel cooler must come from somewhere and then go somewhere.
One of those two locations is as mentioned above, below the fuel filter where it is connected to the garden hose flush line and then enters the block .
The second location is where?
