2022 8 hp Won't Turn Over

We have a brand new 2022 8 hp Tohatsu motor and brought it straight from dealership to our boat. When we press the start button, it makes a loud, single, metallic "thunk." The pull cord can be pulled only a few inches. It's in neutral (confirmed by putting it in gear which doesn't get a thunk sound or anything else, as expected). Kill switch clip in place. Throttle in Start. What are we missing?
 
Odds are the neutral safety is engaged. Pop the cowl and verify that the cable that activates the starter lock disengages in neutral.
 
We took it back to the dealership this morning. All the oil from one cylinder had drained into the spark plugs. They supposedly loaded it in our truck correctly when we bought it and say they've never seen this before.
