60hp 2 stroke stalling past 1k revs

Help!

My brother's 60hp 2 stroke has been working very hard all summer, last week some 100:1 fuel was accidentally connected to it and since then it won't go past 1k revs while in gear without it stalling, it will rev to 6k out of gear no problem.

It feels like limp mode is permanently active but only in gear.

I have done the following:

Cleaned the carbs.. twice
flushed the fuel hose, filter and pipes.
replaced spark plugs and checked coil connections
checked oil level sensor and thermostat circuit.. buzzer works - Note: fuse to instrument panel had been blown for some time and was just replaced today.. it's possible that it was overheating without buzzer sounding.
I also disconnected pink wire and it made no difference.

I'm now suspecting a head gasket or bad ICU??

I discovered that I can get it going if I trim the engine so the prop is just out of water then rev it past 2k then trim down again.. it will go but speed is way way down.

Any ideas?
