Merc Carb Adjustment

How do you go about adjusting the air mixture screw on this carb? There's no slot for a screwdriver????, And the round little housing around it flexes around the needle valve, but does nothing. The needle that came with the carb kit has a slot for a screwdriver in it??? What's up with this?

Thats a emissions related anti tamper device, cut it off with a pair of dykes/wire cutters. there will be a screw head underneath. It's just meant to keep untrained folks off the screw to prevent over richening of mixture.

Same thing happend with lawn equipment. to meet emissions there are set so lean from factory they really dont run or run for long with out increase the fuel mix somewhat.... and you need a funny screw driver to get in there....
 
..... and a screwdriver won't adjust the jet if you cut the shroud off... The shroud actually works as a guide for the special ( 1/4" drive) tool.
