Is there a measurement check to determine if cables are bad?
What is best method to adjust cables?
Engine is dying on acceleration. Probably cut out switch is maladjusted
 
throttle cable has no bearing on shift adjustments. That said, and incorrect control cable can activate the shift interrupt ,Shift interrupter does not activate going into gear. If it does you need a new lower cable.Also does not activate on land, if it does you need a new lower cable

I had someone try to adjust the shift cables and would like to start from scratch before replacing cables.
 
remove control cable from shift plate, manually shift into full fwd with prop locked CCW. Measure lower cable and adjust barrel to 6 inches, install lower cable.
Shift control box into full fwd, attach at stud end and adjust barrel to fit.
Remove lower cable and shift control box into reverse, manuall shift into rev , prop is locked CW, attempt to attach to stud. Loosen stud and raise or lower to fit , tighten stud and and install nut.
test with muffs making sure the switch does not move on land

When you say make sure the switch doesn't move on land. Not sure I know what you mean. Assume you mean to run on muffs and shift into gear and accelerate? Right?
 
When shifting out of the water there is no load on prop and gears.

Therefor the interupter switch should NEVER be activated when shifting.
If it does then you have a problem
