Starts at high rpms

1988 40 Evinrude E40ELCCS Motor is hard to start then when it does start it's running almost half throttle. It won't calm down. Compression check is 120 lb on top and bottom. It started when I tried to adjust the throttle. But I marked the throttle with whiteout. I put it back where it was and it still starts almost wide open.
All help is appreciated. Thanks
 
The Woodruff key was broke. And apparently the thermostat is in time too because it started pumping water immediately after fixing the Woodruff key.
