1989 60hp vro maxing out at 3100 WOT

Hey, I have a 60hp vro with the vro disconnected and the temp sensor disconnected. The motor runs great, starts no problem but will not get past 3100 rpm. Prop is a 13.250 x 15. It does have a aftermarket cdi, throttle is sync'd. The only thing I can think of is it has lower compression 90 to 110 from the bottom to the top. Idle runs at about 850 in neutral. I will most likely focus on the cdi or just leave well enough alone. There is no SLOW on the engine that I can see and no diode as.part of the temp circuit. Also no alarms and the alarm buzzer works... any thoughts.
Just as a experiment I put a smaller diameter prop on and got 3300 also took the prop off and openeded the throttle and got well past 3300 just to see if it could.
I am thinking it is just a tired motor.

Compression is way too low.----Remove cylinder head ( easy to do ) and inspect cylinder walls.----Testing without a prop means absolutely nothing.
