Bravo 3 hose kit install problem

I got the old one out, but I cannot get the new one in. The plastic pipe seems to be to short to grab the ridge in the grommet. Therefore the grommet will not go in without stuffing up. It should be flush with the installation tool. I am a good 1/4 of an inch away. I cannot understand why after 2 days of looking at it. Hard to work behind the engine.

I am beginning to regret getting involved in this since i am a outboard guru. :mad:
 
Well no pics but, the tool does not want to push grommet in without wrecking it. Or jamming it. Or twisting it. I finally pushed the tube in far enough in to stick thought.
 
Alright. I am an IDIOT
I got the plastic pipe in. The hole was salted worse that i thought. The wire brush does not hack it here.
I had to get aggressive with a carbide tool on a drill.
Tons of white powder came out.
