1987 force 85hp throttle problems

I have recently rebuilt the carburetor and fuel pump and switched the impeller and everything works how it’s supposed to. The problem now is that whenever I put it in full throttle, it does not go full speed and RPMs do not go above 3000. It should top out around 30-40 mph but instead tops at 10-15 mph in full throttle. What could be the issue?
 
You do a compression and spark test?
Spark test each cylinder.
Does it rev up and just doesn't go?

Check the fuel pumps diaphragm?

thank you for the response. Compression test is fine and spark plugs are new. Every tests comes out fine. The boat goes but not fast as the speed is not what it’s supposed to be. Revs do not go passed 3000 rpms in full throttle.
 
You have spark on each cylinder?
You take the fuel pump apart?
Check the linkage for broken ends when it's moved forward?

yes everything in the engine works. I have rebuilt the entire engine expect the pistons. Fuel pump is brand new. I made sure everything is connected correctly. It’s just that whenever the boat moves, it moves slow at about 10-15 mph with low rpms
