1989 evinrude 200hp one carb backfiring

I have one carb backfiring. evidently there aren't high/low speed adjustments for rich and lean conditions. Just different size needles to adjust? Is that right? I have tried plugging both jets with my fingers and no change. I have cleaned main jet with compressed air, doesn't appear to be plugged. When revved a visible stream can be seen going into the throttle body comparable with the other carbs. any ideas? Here's a link to the video https://youtu.be/19bGKl0KDrc

partially I guess. I can see flame through the throttle body so its definitely getting back through the reeds. I did just install new reeds. Could i have installed one box upside down or something?
 
I have had that issue before and it was the reeds. i would recommend changing all the reeds. Once I changed them the issue was fixed and the motor
ran great again.
 
Jeeze, I hope not, these ones are literally brand new. Here's the link to the ones i bought https://www.ebay.com/itm/254974623455 . The one's i took off did not have the brass "cages" on them, compared to these new ones. Wouldn't think that would be the issue, but then again its only one carb/cylinder that is acting up.
