Water in lower unit

Just went to change the oil in the lower unit of an 1981 15hp Evinrude that I bought and the first thing to come out was water not oil (there was still a lot of oil in the lower unit that came out after the water). I know this isn't a good thing but I've never run into this before on the other motors I've worked on so I don't know how bad this really is. Is the entire lower unit trashed or do I just need to replace the seals? And if it is salvageable, what seals do I need to replace? Thanks.
 
You need to install a seal kit.----Driveshaft seals, propshaft seals.-----Shift rod o-ring.----Bearing housing o-ring.----Cheaper than gears , bearings and shafts.-----Not a hard job to do.

Select EVINRUDE, then follow the prompts, YEAR, HP, MODEL.

That has all the seals for the water pump but wouldn't I need to replace the main o-ring seal around the bearing housing as well?
