Power coil issues 1998 Evinrude 60hp

Power coil tests for ohm readings in service manual pass and static short to ground tests pass. When connecting brown and brown/yellow to ground through volt meter there is voltage read on both of them during cranking. Replaced the power coil and have same thing. What could cause the power coil to short to ground only when cranking the engine?
 
Yes I am checking for short to ground on brown and brown/yellow with engine spinning. The service manual says if there is voltage there is a short to ground. I did it and it is showing voltage
 
Sound like a Seloc POS manual.....if you are cranking the motor with test lead in any of the browns and other to ground there will be voltage reading.
 
Thanks for debunking this manual. Any reason why the old original stator would put out 235 volts when spinning (connect brown to brown/yellow across meter) and the new stator only puts out 170 volts? Manual says it takes a minimum of 250 volts to operate. Flywheel magnets are strong and clean.
