Blowing main 20 amp fuse

I have a 1986 90 hp Evinrude outboard that keeps blowing the main 20 amp fuse. 1st time was a year ago, also replaced port side power pack about same time, all good for about 1 year, had to replace same power pack, a couple months ago, fuse started blowing, past two times on the water replaced the fuse 8 times. Any ideas on why its blowing? Thanks
 
There must be a short to ground somewhere. It is impossible to tell where from a distance. Exactly what are you doing when it blows?
 
Put an ampmeter where the fuse is. Then watch it and when you see the ampmeter go ape you'll know where the problem is.
