Total noob here, but I've got a boat with a significant crack to the outdrive

I have two questions:
1) This looks like an easy piece to replace, am I correct?
2) Is water intrusion into this area a problem while the cover is waiting to be replaced? I see a factory drain hole at the bottom of the cover, so I assume this wasnt meant to be water tight?
