90-WME-62 carb threaded hole empty?

Can anyone tell me if the threaded hole next to the Idle Needle in the 90-WME-62 is supposed to be empty? Or, is it suppose to be closed with a set screw or something? It seems that when the engine is in the tilted up position, I get fuel leaking.

So, to refine my question, it is a vent hole. But is there a reason it's threaded, if nothing goes in it?

They used to have jets in those threaded holes , BUT with certain weather conditions they would ice up.
The factory just left them out (some reason still carried on threading the holes) ? I saw a mercury bulletin 20 odd years back.
