Johnson 20R73A ignition problem

Hi All
I have old johnson 20 HP 1973. There is an issue with the spark on bottom cylinder. The spark is weak and intermittent. But on upper cylinder the spark is very strong. I changed the both set of ignition coils, condensers and point breakers. I left the old driver coil. I adjusted both point breakers according "Set"
on the magneto cam. Does anybody idea why the bottom cylinder spark is so bad?

Hi. The problem was in contact breaker. I put the metal washer under the one of contact breaker to make it more finer. Unfortunately this washer shorted to ground. I removed the washer and got the smooth work.
