Another 140 Looper Carburetor Leak Question

Thank you in advance for skilled advice.

Over the last few outings my 1991 Johnson 140 Looper has been idling progressively higher and I assumed it was related to the need to rebuild my remote control, which I did, replacing the shift cam and throttle / shift cables. Adjusting the control cables according to the service manual it was still idling high (1500 -1800 RPM in gear at idle, idle stop screw 0.125" from touching the linkage), and fuel odor and overspray was evident in the engine. An ounce or two of raw fuel drained from the intake cover when removed. After drying everything and pumping the primer bulb Many times (never hardened), fuel began accumulating on one carburetor at what I assume is an overflow from the float bowl. Pics below

The engine runs fine, starts easily, makes full power, idles high enough to cause trouble and is clearly a fire hazard. Primer solenoid is in the correct position for normal running, and I have not done any testing with the engine running.

Boat is going to the shop and I have no experience with these folks, so it would be nice to know of there are any red flags that I should look out for. I can do some more testing, and have the manual, but the manual does not give explicit instructions of how to interpret test results - hence, here I am!
