1994 48 SPL not warming up at idle

Bought the motor in the dark as not running but had good compression. Just rebuilt carbs, adjusted linkage, installed a new powerpack and coil, got it running but motor is not getting warm. Only thing it could be is a thermostat stuck open, correct?
 
For clarification, I ran it at approx 1200 rpm for about 5 minutes. Cylinder heads had no discernable heat to the touch.
 
Or the tstat is missing altogether. Many people falsely believe removing the tstat makes outboards run cooler. In fact, they need the tstat to run properly. Also, make sure you're measure temps when running in a barrel or on the lake, not a garden hose.
 
The thermostat is there but it is stuck open as I can blow through it. Ordered a new one.

Why would it make a difference on a garden hose? I have run my 60 Evinrude and 110 Johnson on garden hoses and they warm up normally.
