Tohatsu MFS 15E can't crank manual start

This is a 2019 engine that has less than 50 hours. When I pull the manual starter cord, the engine will not rotate and acts like it is seized up. I have checked to be sure it is in neutral with the safety latch attached. Fuel line is attached and pumped up to a firm bulb.

Yes, the neutral starter lock is disengaged. I can feel the difference in the starter lock when in and out of gear, and also I can see the difference when the cover is removed.

So it must be stuck. You are in warranty. What does your dealer say?
