1957 Johnson 10hp - broken skeg!

Hi everyone, I have my 1957 Johnson 10hp that I’m fixing up. Lower unit on it is rough to say the least. It doesn’t shift, very hard to turn the lower unit, leaks, And to top it off the skeg is broken in half. Is it possible to replace just the skeg or does the whole lower unit need to be replaced?
 
The upper and lower are a matched assembly.----But I am sure hundreds have been assembled with mismatched parts.----Luck some times helps.
 
The '57 is not an uncommon lower unit. Basically same as an 18hp, but different gears. Should be able to cobble something up from used parts.
