I have a 1987 40hp johnson. My motor turns over but will no longer start. I have changed out the plugs, spark plug wires, the ignition coils, and the power pack. I pulled the plugs and placed them on a ground spot on the engine block and turned the key and I am not getting a spark on either one. Whats wrong !
 
Charge the battery / load test the battery even if new.----Take starter apart for inspection / testing.----Do not rush out and buy a new starter , test yours.
 
With no spark at all one of the first things I would have done is to check the stop switch and its wiring. Have you done that.

If you have provision to use an emergency rope start try that before taking the starter motor apart.
