1993 DT55 Rpm's stuck in High when motor is revved up

I just recently helped a friend with his 93" DT55 Suzuki outboard. The rpms were bouncing all over the place when he put it on fast idle or put it in gear and revved it up. I suggested we remove the carbs and clean them up. Glad we did, found all kind of what look liked sand in each bowl. The carb kits were basic with new gaskets, and the need for the float. After re-assembly when we went to test run it, it fired right up no problem. Idled a little high I thought, around 2000 rpm. When you put it in gear and revved it up to just under 4000, it would come back down, but very slowly. If you revved it over 4000, and put it back in neutral, the rpm's stayed up over 4k. It would not come back down until you shut the engine off. I don't think we missed anything putting it back together, we took pictures of everything.
I never tuned a carburetor before, so I have no idea witch needles need adjusted. We didn't remove any needles for cleaning because I didn't know where they should be set at.
Any help would be greatly appreciated!
