1984 Mercury 25 hp 2 stroke - what does these parts do? See picture

I'm reconditioning my 84 Mercury 25 HP 2 stroke, and can't figure out what parts 3 - 7 actually do. They don't seem to affect the running of the engine, but I want to fix it back to original condition.

It is an interlock....prevents the recoil starter from turning if the shift is NOT in neutral. The engine MUST be in neutral to start.
The upper lever arm swings inward and blocks the starter sheave from turning.

There should be a link from the shift mechanism to part #5.
Is your motor a side shift? What is the serial number?
 
They are there to piss you off! A dopey safety nerd idea to prevent starting in gear, which might toss you overboard. Got it?

I toss that crap out.

Ha! Me too, but only for my own use. Why? I don't drink and drive!!! Customers have to have it working, or they could come back at me if I am the one that removed it.
Here's what happens if they are not hooked up.
