2005 Tohatsu 4 hp 4 stroke - idle problem

I adjusted the idle on my 4hp 4 stroke and it idled fine for awhile, then it started to rev up. I then backed it off and it lowered the idle. As I continued to back the idle screw off, the engine then started to rev again.

While this is occurring, and I throttle to slow, the revs don't go down.

Any assistance would be greatly appreciated as I am trying to get it ready for a fishing trip.
 
To adjust idle, engine must be fully warm and choke completely off. Whar idle speed are you getting? What is the actual model? Has this been an issue for a while, or is this a new issue?
