Tohatsu M40C Can I get rid of some wiring and stuff?

I have had an M40C that I use only as a tiller pull start motor. I have owned the motor 5.5 years and like fiddling with it in the winter doing basic things like the water pump every couple years, thermostat, breaking down the carb etc. Now I am wondering if I can get rid of a whole bunch of wires mounted on a panel near the front of the motor. Aren't a bunch of these to make it an electric starter? I'd love to get rid of anything I can to get some more room in here so it is easier to get the carb on and off. And less stuff to rust. I think I got the rectifier off. Should I now cut these wires as far back as possible? All I should need coming from up front in the engine is the kill switch wires right? It also looks like there is a motor up front numbered 403.
