Engine won't start

I have a 1999 Yamaha 150hp Saltwater Series 2 outboard motor. The starter would not turn. Not even engage the fly wheel. I did here a click noise that was coming from the starter relay. The voltage at the battery is 12.6 volts. The voltage at the incoming post of the starter relay is 12.6 volts. Upon trying to start the engine there was 0 voltage on the outlet post of the relay to the starter. I replaced the starter, starter relay and the key ignition switch on the console. I have 12.6 volts up to the relay. Now I am getting 5 volts on the outlet of the relay and the starter. It is now engaging the fly wheel and trying to crank. But not enough volts to fully crank.
Please help if you can.

Sometimes voltage is present but no current. Recheck battery terminals and also load test battery at your local auto parts retailer.....or.....try the battery on something else.
 
If you apply battery positive power directly to the starter motor solenoid does the motor crank?
