1991 force 50 won't start.

Recently purchased a boat online. Attempting to clean it up and restore it. I'm trying to get the motor to run but the wiring is a awful mess. When the key is turned the intake flutters but that is all. Nothing else happens. Having trouble finding a wiring harness to just replace it and I'm a novice when it comes to electrical work. I have replaced the ignition switch but that is all.
 
First thing!! get a FACTORY service manual.
Not a parts book but a service manual.

ebay has a bunch listed but you'll need to
check the year from the seller.
I believe a 92 year model will work.

The manual should have a wiring diagram or
one close enough to help.

Was the ignition switch the right one?
Is the battery good?
When trying to start, is the shifter in neutral?
 
The ignition switch is looks identical and yes the shifter is in neutral. I will look into getting a manual. Also the battery should be fine
 
Are you saying that choke plates move closed and that is all ?----Motor does not crank over ?------Better stop and get wiring sorted out before you do $$$$ damage.-----Get a manual.
