Installing Steering Anchor for Early 70's Evinrude 50 h.p. Outboard

Since my Evinrude 85 h.p. V-4 is still being repaired, I installed a backup outboard, a 1972 50 h.p. Evinrude, onto my 19' Bayliner Cuddy boat.
The 50 h.p. outboard does not have a tilt/ steering tube, therefore, a steering cable anchor will need to be installed onto the transom.

Can I use heavy duty 5/16"x3/4' lag bolts for this installation? Here are some photos of the steering cable and splashwell anchor.

For the same boat and motor, will this support beam need a roller and bracket or only a keel pad? P1010360.JPG
 
If it was me, I would drill through transom with a couple stainless bolts and nylock nuts with washers. When you go back to the big motor, you can always deal with the holes with high quality silicon.
The way the bunks are set up, you should be fine with a sturdy pad. Cushion end of bunks better, right? Looks like wood showing.
