Motor stalling on 2005 Johnson 90hp outboard

I have a 2005 Johnson 90hp 2 stroke rebuilt with new parts top to bottom. Engine will stall at low rpms and after putting throttle in gear. Motor will start easily but push throttle ahead and it will stall. Do this several times before it will take off and run. Runs great @ 3,4,5 thousand rpm

Are you saying this is rebuilt powerhead with rebuilt carbs,ignition and cooling system?
If so how many hours?
What sort of troubleshooting have you done so far?

Yes, motor was rebuilt with all new parts by a certified Johnson shop. Motor struggles to idle and will stall after putting in gear several times before it will run. Have taken back to shop twice but still have problem. One of those take to shop it starts and runs fine. Take to lake all day and pray it will start and get you back to boat dock. Any suggestions will be appreciated. Thanks
 
Are carbs adjusted correctly? Cannot adjust on hose...
So is the shop adjusting the carbs on the water, in a barrel, with a test prop, or on muffs? Like Faz said, you must have the backpressure to adjust properly.

Is there maybe a shift interrupt switch that is malfunctioning and killing spark causing it to die? Maybe that's not adjusted properly?
