Honda BF9.9 rev limiting when put in gear

This is a great forum and I learned a lot from it. I have an issue and need some expert advise. I have a Honda 9.9 kicker. It wasn't idling. I changed the oil, fuel filter, thermostat, and took out the carburetor and clean it. Afterwards, it idles pretty nice and I can rev the engine. Now when I put the engine in gear, I am not able to rev up the engine to its full RPM. It goes very slow. Almost look like rev limiter is kicked in. This only happens when in gear. If in idle, I can rev up no problem.

I figured out what the issue is. It is bad spark plugs. Replaced them and everything worked fine. Should of start with the spark plugs (easy change) instead of working with the carb (hard job)
 
Well, GOODONYA for taking the initiative to figure it out on your own!

I was going to tell you that the 9.9 CDI doesn't limit power "in-gear-only" and will only derate the engine for an "overheating detected" condition.

So, it HAD to be something else....

BUT...I didn't have to!
