2007 Mercury 150 EFI no fuel pressure

Hello all, my boat doesn’t start so I put a fuel pressure gauge on the valve and saw the pump was only putting out about about 10 psi. I changed the fuel pump twice (both aftermarket) in the vst but now I’m not getting any pressure at all. I hear the pumps coming on when I key on and I bench tested them before installing. I also have 12V at the plug for the pump when I key on. Can anyone help?
 
Hey Chris thank you for your response. I don’t believe it is the seals, they seemed to fit well when I reassembled it. Is there any way I could diagnose the regulator? I am not too familiar with them. If it failed in this case would it mean it’s not holding any pressure and creating a vacuum leak?
