92 force 70hp throttle valve ???

My 70 hp outboard runs fine at start up and trolling for a while. Then I shut it down and it won't start, only way to start it is remove cowel and manually move the throttle valve then it starts right up. By the way I'm hoping im saying the right thing(throttle valve). I'm thinking it is a choke problem but I'm a little confused here. My carb doesn't seem to have a choke, and there is no linkage connected to throttle valve, How does it work?
 
You don't have a choke you have an
enricher/ primer.
Does the same as a choke.

I'm thinking the Throttle Valve is the
enricher.
How do you use the TV

The key ,when you push it in activates a
valve inside the enricher/ primer and it
allows gas to feed into the throat of the
intake manifold.
There's a button on top the primer that
when pushed in open the valve and fuel
can flow.

What rpm's at idle, in gear, in the water??

Do you use the fast idle portion of your shifter?
What shifter do you have?

You can add pics after 5 posts or if you use
a photo sharing site like photo bucket or shutter

Thanks for the reply,I had boat in water yesterday so rpms at idle are around 800(according to my tach) Probably a little lower in gear. I don't use fast idle on shifter much, maybe I should? I'll check what shifter I have in a bit.
Another thing I noticed is when I put shifter all the way forward, cam rolls forward but doesnt open throttle valve at all really. This is with engine off by the way.
 
It needs to be 800 in gear.
The fast idle helps on startup.

Shifting when the motors off: it can damage the linkage.
Spin the prop when shifting while the motors off.
This releases the strain or pressure from the linkage.

Look on the net for a procedure called a Link and Sync
from FrankA he passed a few years ago but while here
he was the best Force mechanic.
It will help with the setup for the throttle roller and
throttle cam.
