low compression & oil seeping

1989 90 horse VRO has low comp in two cylinders and oil seeping from somewhere on motor and running down the lower unit. compression 118 on two cylinders and 95 on other two. anyone that can help w/ some idea?
 
What am I looking for when I pull the head off. As well would it be seepping oil if the head gasket was bad?

How do you tell if the piston rings are broken. I pulled the head off and everything looks good to the eye, piston walls look clean but it almost looks like somebody didn't torque the bottom part of the head down properly that is where it looks like the oil was seeping from
