2013 Yamaha Model F90XA Oil Capacity

I just changed the oil in my 90 HP Outboard. The engine decal states the oil capacity with the oil filter is 3.7 liters, in a manual for 2006 and later F75 and F90 models it states oil quantity of 4.3 liters excluding the oil filter. I followed the quantity stated on the motor decal but the oil level is half way on the dipstick without running the motor. Which amount should I use and should the proper oil level be at the top mark on the dip stick? I am confused with both of these differing quantities.
 
Half way up the dip stick is where the oil level should be. Many were over filling the motor so Yamaha changed the specifications.
