Stiff shifter arm on Honda 225 HP 2002

I replaced the throttle remote controller and cables. When I remove the shifter cable at the engine, the shifting at the throttle handle is very smooth. When I move the shifter arm with pliers and with the cable removed it is very stiff. Any ideas please.
 
No alternative but to remove the power head and then either clean and grease or replace shifter bushes and seal.Big job.
