Tohatsu 4 stroke, 4 hp fuel flooding issue

I have been trying to solve this fuel problem on and off for some time now. Is there any possible cause, besides carburetor float adjustment, for fuel flooding to the extent that gas pours from the carburetor after a few pulls on the starter cord? This problem occurred out of nowhere with the original carburetor and I tried various float adjustments with no success. I tried a brand new carburetor and the same problem continued. Any suggestions would be appreciated.
 
Needle is not seating. The float should be about parallel to the casting when held inverted.
