No power at stern

I have a new starter battery, i have power at the console, all gauges, depth finder, lights, radio everything. But i have no lift/tilt and no starting power. Its a push to choke and that doesnt work either. So my old ignition switch the rubber melted and got black sticky goo in the key hole and i thought that might have gummed it up...so i put in a new ignition switch (plug and play) and still nothing....fuses all checked and they are good. HELP...
 
I have checked continuity, voltage, at the starter switch, and both trim/tilt solenoids and i have sufficient voltage and continuity at all points. Can it be something as silly as the neutral switch? Does the neutral switch stop trim/tilt function? The motor is mislabled in the previous post, its a 2006 Yamaha 115TLR two stroke...sorry for any confusion there. I am completely frustrated by the deadness of the motor and trim/tilt at stern.
