Starboard Exhaust Manifold

I have a 1996 Mercruiser 7.4L 454 Bravo, the starboard exhaust manifold gets extremely hot. So hot to the point of smoking and making popping noises. What could the possible issues be and how do I resolve them?
 
Ayuh,..... A lack of water flow, probably all plugged up where the manifold dumps into the riser/ elbow,....
 
The water is supposed to be shared between both sides, but Mr. Port is getting most of it. Look for an obstruction.
