30 HP evinrude running problem

Hi,

I have a 30hp BE30BALCUB evinrude, I think it's from 1987/88, the engine has a running problem. The carb only has an adjustable low speed needle.
It starts very well, idles well, But when it speeds up to the point where the low speed holes in the carburetor are too be accompanied by the main emulsion tube it starts to stutter. When I give more throttle it is fine. WOT is fine as well.
Low speed needle is at 1-1/4(which gives the best results). I did clean and rebuild the carb. I noticed the small tube in the emulsion tube is shorter than the main tube. On some carbs I have seen on the internet it is the otherway round, is this just a change in carb model?

The cam/roller, linkage is fine, at WOT the butterfly is fully open. Tried different moments of opening the butterfly valve, It opens now circa 8mm past the middle of the two points where it seem to runs best, but not how it should an it still stutters altough less.

Sparkplugs are QL77JC4
