86 Yamaha 25hp full advance timing

Long story short I have a early 80s Mariner that I installed a brand new 86-87 Yamaha powerhead, flywheel, and stator plate.

now I am unsure how to set the fully advance timing. I am thinking it needs to be 24 degrees before TDC. My timing pointer is lined up to show accurately tdc marked on the flywheel. I rotate the flywheel clockwise and line up 24 degrees on the pointer. I rotate the stator base to fully advance. Base on my readings the stator base mark should like up with another line on the flywheel?

Right now the line on the stator base goes past TDC. Should I adjust the stopper to have the line on base line up with TDC?

My seloc manual for the Mariner model states to line up the mark on the stator base with TDC. When the timing pointer is set to 24 degrees.

Does anyone have the seloc 1701 book to confirm it states the same?
