Fuel leaking

I have a 1975 Johnson 40 hp seahorse and I got it running the only thing is it is leaking a lot of fuel out the carburetor I took it apart and cleaned it real good put it back together and it’s still leaking I’m thinking I may need a new float valve needle with a rubber tip and seat what do y’all think? Or what else would cause this? I have it on a stand so I disconnected the electric choke since it has a manual choke also
 
If the carb is flooding,it is probably the float needle sticking,and not cutting off the fuel.Another possibility is the float is letting fuel in it.
That will cause the float to not float up to the height for the float pin to cut the fuel off
